>>In the case of Obama, he said in a recorded CSPAN interview that he knew 5-9 million would lose their plan. Both before and after that statement (and about 3 dozen times in all), he used the "let me be clear, if you like your doctor..." His own policy people told him in 2012-2013 to stop using that line because of how bad it was, and there are reports that Democratic Senators asked him to stop saying it.

In context, statements made prior to introduction of the ACA were true. Nobody lost their plan or doctor as a result of the ACA. When *insurers* retired grandfathered plans in favor of complying plans, blaming the ACA, that was a lie. For those who took annual plans or plans with expiry dates, plan expiry was not a result of the ACA but of the calendar. None of them lost their doctor as a result of the ACA.

I accept that this is somewhat sophist and that Obama made few attempts to clarify when the resulting misunderstanding suited him, but calling it a lie? I know it's all the fashion to look for lies in everything POTUS says, but that doesn't make it so.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
