Actually you'd have a cheaper solution - concatenated trailers with a single engine, just two persons staffing a dozen or six dozen of them, going off roads but on prebuilt special paths so no traffic problem either; these could reach the big warehouses directly (via tunnels or various kinds of ducts)... IOW they'd have to reinvent railway.
