Yes, but a lot of governments have/had sites that were originally developed in IE's "heyday" and which only work best (or at all) with IE.

Coincidentally, last Friday I visited my municipal web site. The function I needed to do would not work with IE, I ended up using Edge in that case (FireFox on my machine is locked down too hard for most government sites).

Maybe 2019 is the "death of IE" for government work ;)
