Victor, when CA state taxes were raised: wealthy Californians simply deducted the raised state taxes from their federal taxes.

They didn't pay an extra bean of it themselves.

You might even argue that by paying less federal tax, they pushed Medicare, Medicaid and the rest of the federal burden onto GOP states with lower state taxes.

Then along came Bad Orange Man saying that this is a terrible deal and if CA residents want to pay high taxes, that's on them. He capped the deduction at $10K.

Now given the opportunity to pay their virtuous high taxes themselves, real life intervenes and the rich do as they always do when it's their own bottom line affected.
