If established judges want to find him guilty, that should be enough, as he is openly inviting foreign power to meddle, even without the fig leaf of "and tell our Gov (and perhaps Press), but not me".

The spectrum of possible contacts is wide enough to condemn him, even if all his actions were harmless.

Personally I find the rules forbidding contact paranoid - how should a possible future prez come to a running start if not having contacted other important govs ahead of being sworn in?
HC would have had it easier, as she knew most of the players, forbidding any/most contact as such is unrealistic to me.
