FWIW: it's easy to throw around blame, but IMHO BOM actually kicked off the Mueller investigation himself. Apparently Trump had ordered Rosenstein to write a memo re firing Comey, which Rosenstein did with great competence yielding an unassailable justification... which Trump then contradicted, and the rest is history.
