As an example, notes of a meeting between the FBI Director and POTUS: are those government property or personal property? By definition, who determines whether they're classified?

For the avoidance of doubt: POTUS is the ultimate classification/declassification authority.

Even ignoring that: the problem with your version, is that if the notes are personal property or otherwise are legal to leak, why doesn't that mean other FBI people also can leak notes of their interviews and meetings in the course of work; and that leaking of private business interactions by disgruntled former employees is now virtuous. Clearly this is absurd and would end cooperation with the FBI.

And that's not even considering the optics when the FBI commits that it's working hard to reduce all its leaks... and then the prevailing director himself is caught leaking.

So some respond expressing concern at the legality and ethics, while others chant Hurrah Saint Comey because he landed a blow on BOM and that's always good.
