Too Many Memory Variables

I use Foxpro 2.0 for dos. We have a file server which about 25 users access. I recently added some new screens and now the 'too many memory variables' error pops up in a couple of screens. I don't completely understand how the memory variable count works. I had the too many memory variables problem before so I have the 'Set foxprocfg=' line in the autoexecbat files of most of the users and then I have the memvar count set to 2600 in the config.fp file. I have already increased the memvar count by a couple of hundred since the error started occurring again after I put up the new exe. I am already releasing or re-dimensioning the variables that I can (I think - there may be some more that I could release) so I am at a loss as to what to do now. It doesn't seem like the memvar count should be going over what I have it set for. Is it possible the config.fp file is not being used or that I am not telling it properly to use it? Does it matter how many users there are or is the memory variable count specific to each user? As you can tell I don't exactly understand how it all works. As well as adding more screens, variables and arrays, we also added three more users. Any help with how to deal with this problem will be greatly appreciated!!
