Keeping Iran bottled up after Pahlewy downfall, Shiite rise and embassy storming might be argued to keep Shiites bottled up (tranquility, not peace) and internal strive hightened between muslim factions (see previous brackets).
Arming people in that region did not work well for the govs giving away the arms.
