Thanks for the clarity. My "read" of the model is that the House of Representatives is comprised per population density and popular vote, while Senate is more oriented towards the states. As you note, the model was established to protect from potential tyranny of majorities and determined minorities.

Reverting to popular vote across the board would deliver a hegemony of California, New York and a few populous coastal states- the exact scenario excluded in writing when the Union was established. To ignore that and squall for the fairness of popular vote may suit those who share politics with those states- same as they approve of a SCOTUS that leans left, but not right- but the meme is more about locking in power than about fairness or proper government.

Certainly society can change. For example, there is a new "Black Lives Matter" movement that started in African-American Colleges and is making the point that abortion disproportionately affects black people, with more abortions in the AA community than the top other causes of mortality combined. I have not checked since last year but stats then showed that there are more African American abortions than live births in NY. So far the thinking seems to be that abortion providers tend to establish in or near poor communities that include inner city AA communities impoverished of jobs and male responsibility. Should this turn into a national meme with African American communities stepping up and asking why this is so prevalent in their communities and what can be done, voting patterns may change very quickly and those few that currently plot change to suit themselves, suddenly may be squalling at the unfairness of the change they championed.

Surely better to focus on exiting endless international entanglements, making friends with North Korea and waving magic wands to revitalize inner city AA communities that had been consigned to the scrap heap.
