If I remember correctly, the location and size units are configuration-dependent (basically on the locale) so it's either in fractions of inches or fractions of centimeter (I vaguely recall it was something like ten thousandths of inch or thousandths of ceintimetre) -- with one of the "header" records giving you the units used throughout.
