You generally want to keep everything on the detail band, and pretty much the only time you'd want to be using header and footer would be if you're using multi-label sheets (e.g. sheets you'd feed into standard printer that have several columns and rows of individual labels per sheet). Otherwise if you're using a label printer, the label form probably want to set the header and footer bands to zero height. If you do need to have header and footer (perhaps to account for spacing between individual labels) you'll probably want to make sure that the total height of header, footer and detail band do not exceed the size of the label. Similarly you may also want to make sure that the label form width doesn't exceed width of labels.
