I had the same problem, but it's many, many years ago, so I don't remember all the details. What I do remember, is that I had to play with the margins, the space between the labels, and shrink the text in order to make it work. You usually get the extra label if not all the text fits on one label. You also have to shrink the bands you don't use to the minimum. IOW the labels need a little more space than you may realize.
