I program primarily in C++, some assembly, and I have only seen stability and an impressive debugger and IDE interface in VS2015, and VS2017. I haven't used VS2019 enough to say definitively. I just basically loaded some projects, rebuilt, tested some things and looked around.
I think VS is the best developer platform in existence.
I use Whole Tomato's Visual Assist X app for some amazing find and refactoring features.
