I can only tell you what I see on my HP ZBook that arrived also without at least one of the MS dll dependencies needed by Sweet Potato flls, but with loads of other junk. Perhaps HP has better insight re upcoming updates that MS had warned may not be compatible with that old driver. I don't know or care since there's better alternatives that cost $0 and take less time to implement in a connection string than that spent in this thread!
