Those sorts of exemptions are needed else the law is an ass and readers of Dickens know what that means.

What I anticipate is that, in the future, the ownership/use/transfer of these weapons will be much more thoroughly regulated, as they should. For now, a ban looks like a good measure for resetting the legislative context (and the general mentality) about such things.
