>The latest version of Windows 10, OS build 18362.116 has resolved the delay on the right click menu for the New sub menu. This update took about 4 hours to perform. It did overwrite some of the related regedit settings to eliminate the igfxcui and igfxDTCM keys which causes the default right click delay. However, once I removed those keys again, the New sub menu now appears extremely fast. This appears to be resolved.

If you have to reset those keys after every update, it looks like a Tamagochi resurrected...
