Check in ResMon disc usage and speed / CPU activity (both with its sources)
Look if any update checking is done
Search Windows logs

>For example, when I have Internet Explorer running, I can scroll using the mouse wheel without any problem. However, if I use the browser scrolling bar, it jumps. It is not related to the internet, as simply started Windows Explorer is slow as well. Right clicking on the start menu is slow. Right clicking on a task from the Windows taskbar is slow. Memory, CPU and disk usage are normal. I even have a Word is not responding for about two seconds when trying to print a page. Just accessing IE favorite items is like appearing parts by parts.
