That's how they make content attractive, conspiracy sells better than "collusion" or "backroom deal". Though it is a stretch to call it conspiracy. It's just as much one as deal between a grocery chain and a large supplier to display that supplier's products prominently at eye level and the competitors near the floor. The numbers on YT may be staggering - but then we don't know the numbers for, say, PCC, Safeway or Kroger, maybe they also mean a difference in the millions a month.
