Only dim memory on research a coworker did and I was asked to sit in on his presentation:
first problem was no reliable real event for all the win versions supported back then
possible workaround identified was query event log
problem not all pc enter the same state/miss some state:
some went directly into hibernate depending on user sessions
no real solution, except creating service messaging the app
back then considered to rube-goldbergish, went with saving un-persisted data to a local table cache in case of app being removed
Allready in place was solution to close down all WS across network for (data) maintainance
perhaps now better hooks, back then considered not worth the programmers time

Basically, when a flag file is present on the server, the timer code (in the VFP 9 application) closes all forms and then closes the application. It works except when a user's PC is locked. At least this is what I found out yesterday with one user.
