Sure, it's a general statement but I think it will largely be correct for virtually all cases. History tells the story, time and again.

Or those are the ones that crossed still more powerful people or were caught so blatantly red-handed that they needed to be jailed or ... etc. But power corrupts and absolute power corrupts absolutely. History tells the story, time and again.

high level = those in positions of power. Sure low level can also be nefarious but they we didnt elect them to be our leaders, they dont hold public office, we dont pay them from our taxes, they dont lead counties into war, etc. etc.

Very familiar with Wall Street and the financial universe of corrupt people.

Agree, Gandhi is an exception and general statements obviously have exceptions - that is a given. But they are far and few between.

Can you think of a current world leader who is beyond suspicion of corruption?
