I have had similar problems for files that are embedded inside APP/EXE. The project manager typically stores the file reference as a relative from the location of the project. To reduce frustration, I move files which are really included "as-is" into a project into the same directory as the project, thus eliminating any "pathing" as part of the name, e.g. 'Readme.txt'.
