Crossed my mind as well, but there are several gotchas, the positioning of it being the first. The toolbar may be docked, and may cause repositioning of other active forms. It also has its own close box and caption line, which may not be what OP wants - but should be able to remove.

I think you or Martin Haluza (Haluža?) had once shown here how to create a tooltip-like form, which would show up on any desired position and have a very tooltip-like appearance, and it wouldn't take away the focus, IIRC. I know I implemented it once... but now that I'm not working anymore I don't have all those years of classes ready at hand to check for details. Can dig it out if needed, may take some time.
