But the page is not showing (pretty much blank). I am using IE 11. I tried to use Chrome but it won't allow me to log into the Apple Developer site because of Security of the Chrome (I get the message Privacy Error ....)

>I do tend to get a bunch of SSL errors when trying to retrieve E-mail from some sites using desktop client like the old Windows LiveMail client or Mozilla Thunderbird -- turns out it's connected to the particular antivirus I'm using (Kaspersky). Basically this is occurring because Kaspersky tries to "wrap" everything with its own SSL, which then results in mis-matched SSL certificates (Kaspersky is using its own local ones). I can get rid of the errors if I disable scanning of E-mail (not a huge problem with attachments -- they'll still get scanned due to disk access being involved).
One might ask, why am I still using Kaspersky -- aside from the tendency to be a tad obtrusive at times, it hasn't failed me yet in terms of letting unpleasant (e.g. malware, viruses) get through. Windows' built-in Defender (if you're using Windows 10) isn't too bad -- though I've noticed that Kaspersky can detect some newer stuff a day or two earlier..
