Yes, well "a priori" also can mean without examination or analysis, or prejudiced.

In this case, Trump is saying that if the NATO ally everybody is defaming does behave as badly as his critics hope, he will obliterate their economy. There's an "if" there- and at least it's a credible consequence, when you consider two things:

1) The US has only 1000 personnel in Syria, including the 50 moved out of the area Turkey intends to clear.

2) POTUS has limited powers of military attack under Article II. To quote Obama: "The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation." As far as I know, Turkey is not threatening the US and issued written undertakings including hotline notifications to help ensure safety of US troops. So militarily, there's probably not much Trump could do even if he wanted to- apart from leaving troops as sacrificial lambs for a "they attacked us!" pretext I suppose.

The powers Trump can use unilaterally include the economic levers he has wielded against China. So he's using the tools available to him. Meanwhile, let us hope that the "open borders" Congress won't send more young citizens to die on foreign fields over somebody else's border. Perhaps you'd be less "disgusted" at Trump's tools and approach if it were your young relatives to be sent in harm's way.
