Quite possible that he can't even see the settings, if they're defined at domain level and are borderline paranoid. I've seen a case where I couldn't even copy an .exe file into a subfolder of %appdata%, because of "security is more important than usability" mantra. And that wasn't a customer's server, it was the team's development server...
