What I did (and usually do in these cases) is have one standard report. Then, based on a certain setting (in my case it is c_obj001.xml), copy the custom version of the report (.FRX/.FRT files) to the user server. And at run time, the application produces either a standard report or a custom version (specified in the c_obj001.xml).

I know this is more work to do and you already have a programmatic option, but this will help to personalize even more each report.
