Hi,
If you send Euro to USA Dollar account than it is up to the sender if he whishes to send Euro or Dollar
If the receiver has a Euro account than it is up to the sender to send Dollars or Euro, the receiver will than convert to Dollars to Euro.

There is no fixed rule, as far as I know, all depends on the sender.
