According to Wiki, the first "democracy" empowered about 30% of its citizens.

The British Parliamentary system might have been considered "democratic" but during much of its existence the privileged had no qualms about enslaving hundreds of millions of people.

Here in the US, women and black people were not considered equal citizens.
