I think he is talking about voting in primaries (not campaigning in general). Which makes sense, to me.
I am unenrolled voter (independent). And most of the times in general elections I vote for a republican candidate (except in 2016). But I like voting in dem primaries. And this year it won't be Bernie or Liz. I like mayor Pete or Gabbard (I could even vote for them in general).
