Yes, I see that too. AFAIK that's been standard behaviour for a long time in Chrome. Basically Google is reminding you that you can search from there and not waste Google's resources loading up its search page first.
The idea of searching from the address/URL bar when non-URL terms are entered has been around for a while. I can't recall if it was Firefox or Chrome which did it first.
