Well, to some degrees yes, to other degrees, that is debatable.

They have priced it in such a way that it's very attractive compared with some of the other licensing programs in competing products. I did a study last year for my main project on moving to Qlik vs moving to Power BI. This particular application needed to render visuals both for internal users, as well as users on an outside portal. Power BI was MUCH less expensive.

Having said that, for companies that do NOT want to go into the cloud and want to use Power BI report server fully on-premise, there are some naunces. If you want to deploy Power BI reports internally in the same way you'd deploy SSRS reports (in your own internal domain), you need to have SQL Enterprise....AND...you need to participate in Software Assurance.

So for some people, the roadmap for Power BI can be great and very cost-effective...and for others, it can be tricky.

Another thing...I had to go through mapping Azure content with Power BI content to get a Power BI report (in a web page) available in a public customer portal that was driven by ASP.NET web pages. It took me the better part of a month to connect the dots and come up with a solution.

Again, I like Power BI. I really do. Will be happy to answer specific questions. But depending on what you want to do, get ready for a learning curve.
