Sometimes the population/population density figures can be deceiving. Liberty County just north of where I live has the least population and population density in the state of Florida. They have had 218 cases and 1 death. In the "local" population they have had about 10 cases and no deaths. The rest of the cases and the death are from true residents of the state Florida - most doing 3 to 10 years in the local prison.
