Right now, the Windows 7, has SQL Server 2008. I am pretty sure that this is already outdated. What version (year) do you recommend? I have to be careful to install something that will be compatible with the customers' SQL. As far as I know some customers still use SQL Server 2016. Should I get 2014 or go for 2016?

Depending on the situation, you can install multiple versions of SQL Server side by side. Make sure not to install with default settings, but create a separate instance name for each SQL Server, and place that in it's own root directory. I have everything from 2008 R2 up to 2019, because I receive all different kinds of versions from clients. For this I have a naming convention for the instances, like SQL2008, SQL2012 etc.
