UI is basically identical. VS2019 adds new UI features but you don't have to use them. Code Analysis has many bug fixes over VS2017 (can't remember if 2015 had Code Analysis or not).

I use VS2019 daily for professional work. I use VS2008 daily for personal work. I also use the Visual Assist X plug-in from Whole Tomato, which takes code refactoring and searching, and Intellisense to a whole new level.
