https://www.youtube.com/watch?v=wDXFvm7YeKAI tried the approach you described (downloading and running as admin from the Download folder) but to no avail. I even shutdown the AV. But I have not shutdown the Windows Firewall yet. The strange thing is that it used to (just a week or so ago) work. But now stopped.
