What stops program from being installed?

This program that I am trying to install has nothing to do with VFP or .NET. This is the SecureLink Connection Manager. The only thing on which it depends (I mentioned it before) is Java. And, as I said, I tried all kind of Java versions. And now I am convinced it is not Java but something else.
