No, not necessarily.

Yes. For example, you could host a VFP app on a web-connected physical or cloud RDS host, and give clients credentials to connect via RDC.
There are other remote access alternatives.
I understand FoxInCloud is a relatively easy way to "webify" a VFP app (I've never looked at it).
