The other way to SAAS a VFP9 app is through any kind of Remote Terminal service. Citrix VDI, Remote Desktop Application, and TSPlus are all contenders. The latter is the least expensive.

If you are looking at 500+ users, the cost of the underlying servers (whether owned or rented) comes into play, plus Server OS Licensing and "platform" (e.g., FoxInCloud) server licensing. And, also, you have to consider security expenses for the servers. If you are in a position for your app where this is a possibility, that's a whole different discussion with different options and (for met at least) different conclusions.
