To add to what Frank said, in some cases, you may have reports external to the project to make it easier to change them. In that case, a reports folder adjacent to the data folder makes sense.

But there's no reason to give the typical user all the other folders.

Also, FWIW, I've never seen a "Codes" folder. Generally, I see "PRGs" or "Programs."
