You can print VFP reports to PDF (virtual PDF printer) and use some utilities for merging two or more PDF files to one.
I'm not sure if exists some insertable com (and free) for viewing PDF in VFP forms.

PS: XFRX can append report result to existing PDF file.
PSS: XFRX 20.0 (future version) can open PDF file in XFRX Previewer, but doesn't support all features from PDF.

And, for each work order, they save a PDF of what a service company did to fix the problem. So, they have a bunch of records in a Work Order Table and a bunch of PDFs sitting on a drive. They want to see - in one screen/report/whatever - all dates when the problem occurred, the dates when it occurred and the content of the PDF file. Therefore, this will show them the history of problems.
