I see what you mean, testing a VFPA app: select ListBox, mousewheel works if you stay hovered over the original control but if you stray onto the dropdown, the option under the mouse pointer is highlighted and the mousewheel stops working.
Checking other apps shows very little consistency- even different browsers seem to handle it differently. E.g. try out web page drop downs like the "Message Filter" dropdown at upper left on this site. Using Mozilla, the mouse wheel closes the dropdown if you stay hovered over the closed control but works if you hover over the dropdown.
Online search shows similar questions for the likes of Excel. Interested to know what vFP7 did - mousewheel functioned even when hovered over dropdown?
