I was looking into AccessibleObjectFromWindow API. The company has a launcher which directly ran their legacy app. So there was only one active icon. By trying to release the launcher, now 2 icons are on the taskbar. One for the launcher and one for the running legacy app.
The trick is how to detect the startup folder of each and switch to the one corresponding to the launcher's start up folder. Yes, the app can only one one instance per startup folder.
