Yes, that is how I read it too. Florida is doing better than CA or NY on a variety of metrics (for comparison to two examples of hard lockdown states) . CA has been generally worse than FL even though the average age, hence higher vulnerabilities, in FL is higher than CA. It also seems to mean the mask mandate etc. have had less than optimal efficacy since hard lockdown/mask mandated states seem to have suffered as much or more. Of course, I guess, one would need more research for that conclusion. The source website has a lot of stats and ability to plot a lot of the data.
