Perhaps it might be easier to define your own custom user group(s) rather than trying to rely the built-in Administrators group and attempting to override the built-in behaviors?
(i.e. leave the Administrators group for system-level administrative tasks, and define a "apps administrator" group for handling applications-level administrative tasks -- then assign membership accordingly)
