VFP is a 4GL by the classic definition (so was FP2.x btw)
but I don't see what does it have to do with using the wizards or not
VFP is a very powerful language and just because it saves you the trouble of writing stuff like sort et. does not mean anthing

I never use wizards they don't give you enough power
