Interestingly, in another unrelated project, I implemented 7Zip, and we also have one client where 7Zip fails. This is a legacy application that gets distributed differently than the other project were I am using VFPCompression.fll, so I had no problems distributing the 7Zip files there (which I did not want to do in the other scenario). We never could figure out the reason why 7Zip fails there, most probably an Antivirus or rights issue. Since it was only one client out of a few thousand we left it at that and now fall back to the old DynaZip code on failure.

We replaced Dynazip with 7Zip because we had to create files larger than 3.5 GB, so VFPCompression would also not have worked there.
