Laptops don't have mouse wheels so you must be using external mice with them. If you haven't done so already you can install the mouse manufacturer's drivers specific for the models you have. For example, for Microsoft mice you can install the Microsoft Mouse and Keyboard Center. I believe Logitech has something similar.
The actions of mice and keyboards are controlled by the OS and device-specific drivers. The actions taken are specified in the Mouse Control Panel applet, or whatever replaces that if you've installed manufacturer drivers/software.
Are the makes/models of the external mice the same on the two laptops?
