OK, my 2 cents, if you have about a dozen users and you want a browser/intranet based solution, you are probably best off getting a Power BI Pro account for the 12 users. It runs about 9.95 a month.

With that solution, you can push Power BI content to the cloud, and share the link to the report to your other users.

If that's OK, great. But if you say to yourself, "what happens if my # of users triples, etc." And/or....you want to share the content with "some" people on the outside.

Then you can step up to what's called Power BI embedded. Basically, you buy CPU and memory usage in the cloud from Microsoft, and you can scale up. You can also decide what time of the day/night you want access to be available. This one is bit tricky - to me, it's kind of an "in between" option for those who don't want to pay nearly 4K a month for Power BI Premium, but might have dozens of users down the road.

Again, my personal opinion, all of their different scenarios are Microsoft's way of 2 end games for most of the people who want to use Power BI seriously. Either get them to buy SQL Enterprise and Software assurance (which gives them complete on-prem report server capability), or get them to buy Power BI Premium.

Yes, for 12 people, you can do this for roughly $120 or so a month.

Final note: this landscape changes every few months, so if you happen to have a good Microsoft partner contact, you might want to reach out to them, in case there are additional offerings I might not be aware of. The company I work for is a pretty big one that uses both SQL Enterprise, PLUS Power BI Premium for the web - not at all cheap, but it covers all the bases for growth.
