VFP 3.0 can create applications that will run under Win3.x, however, you must install Win32s on the Win3.x system to make it work. The Setup Wizard for VFP3.0 will include the Win32s subsystem and install it as needed as a part of the Setup Wizard-generated install.
Realize that Win32s is no longer an officially supported platform; tech support for it is extremely limited, and it can make Win3.x systems considerably less stable than they were without Win32s installed. It has similar memory requirements to those found for Win95 running VFP applications; if you're trying to run on an older system with limited memory resources, you'll likely not be terribly impressed with performance.
